In May 2003, due to initiative of the Rzeszow Regional Development Agency,  an agreement was signed to establish Podkarpackie Science and Technology Park AEROPOLIS. The following parties signed an agreement to create the park: Podkarpackie Voivodship Local Government, Rzeszów Town, Rzeszów Poviat, Rzeszów University of Technology and the University of Rzeszów.

The mile stones that influenced the organisational structure of the Podkarpackie Science and Technology Park AEROPOLIS included two resolutions passed in July, 2004:

• Establishing and management of the Podkarpackie Science and Technology Park (Resolution of Podkarpackie Region Local Government No 122/1901/04, 6 July 2004).
• Resolution of Podkarpackie Region Local Government - commencement of realisation of the project concerning establishing of the Park (Resolution of Podkarpackie Region Local Government No XXVI/273/04 15 July 2004).

On August 11, 2004 in Rzeszów an agreement concerning management of Podkarpackie Science and Technology Park was signed. The following parties signed the agreement:  Rzeszów Regional Development Agency and Podkarpackie Voivodship Local Government, which acted in behalf of Rzeszów University of Technology, Rzeszów Poviat, Trzebownisko Community. The agreement oblige the Rzeszów Regional Development Agency to:

• managing the park in accordance with Polish law so it  stimulate multifunctional development of the
  Podkarpackie Voivodship based on the idea of innovation and technology transfer through synergic
  exploration of local scientific, research, economic and infrastructure potential;
• implementation of directions of development that were declared in feasibility study of the Podkarpackie Science and Technology Park and business plan of the institution responsible for management of the park,
• representing of the parties that signed the agreement of May 19, 2003 in all activities connected with management of the park on the basis of given commission;
• preparation of project that will facilitate obtaining national and EU funds for development of the park;
• promotion of the Park.

Important issue included in the agreement signed on August 11, 2004 concerning management of the Podkarpackie Science and Technology Park was empowering the Rzeszów Regional Development Agency to manage the land included in the first stage of establishing of the Park. The land is owned by:

• Podkarpackie Voivodship Local Government,
• Rzeszów University of Technology,
• Rzeszów Poviat,
• Trzebownisko Community,
• Rzeszów Town,
• Głogów Małopolski Community.

In the future an entity will be established that will be responsible only for management of the Podkarpackie Science and Technology Park AEROPOLIS. The owners of the land included in the park, institutions of high er education and  the Rzeszów Regional Development Agency will be shareholders of the entity.  At present a concept of the entity is being created.
